Drupal is a content management system, and one of the three most widely used in the world.
It is entirely free. To run it you need nothing more exotic than ordinary hosting with PHP and a MySQL or MariaDB database.
Drupal scales in both directions: it will carry a simple business-card site or a landing page just as happily as a large portal or an online shop.
Multilingual sites are supported out of the box, which is not true of every system in its class.
